By the party that manages them

By how long they remain active

Persistent cookies: those in which the data remains stored on the device and can be accessed and processed for a period defined by the party responsible for the cookie, which may range from a few minutes to several years. The need for persistent cookies should be assessed specifically, since privacy risks could be reduced by using session cookies instead. Where persistent cookies are installed, their duration should be kept to the minimum necessary for their purpose. In this respect, Opinion 4/2012 of the Article 29 Working Party stated that, for a cookie to be exempt from the requirement of informed consent, its expiry must be related to its purpose. Session cookies are therefore far more likely to be considered exempt than persistent ones.
